Grading is based on support of legislation defending Second Amendment rights, advocating for lawful commerce of firearms and ammunition
BISMARCK, N.D. – The National Shooting Sports Foundation (NSSF) released its 2024 Congressional Report Card, a comprehensive report analyzing the support of each lawmaker during the 118th Congress. The report card is based on elected officials’ advocacy for legislation of critical importance to the firearm industry and Second Amendment liberties.
U.S. Senator Kevin Cramer (R-ND) is among eight senators named to the NSSF’s 2024 Congressional Dean’s List, receiving an A+ for his 100% voting and co-sponsorship record.

Two pieces of legislation sponsored by Cramer factored into this award and A+ rating, the Fair Access to Banking Act and Firearms Interstate Commerce Reform Act. In February 2023, Cramer reintroduced his Fair Access to Banking Act with over a third of the Senate as co-sponsors. The bill bars financial institutions from refusing or limiting services to constitutionally-protected industries like gun and ammunition manufacturers and retailers. The legislation is in response to U.S. banks and financial institutions increasingly using their capacity as lenders to exclude the firearms and fossil energy industries, among others, from accessing services.
In July, Cramer also joined House Majority Leader Steve Scalise (R-LA-01) in introducing the bicameral Firearms Interstate Commerce Reform Act (FICRA) to modernize and streamline the legal framework governing interstate firearms transactions. Federal regulations prevent licensed dealers from selling firearms to out-of-state residents. The FICRA aims to remove this restriction, supporting lawful commerce, military families, and Second Amendment rights, while respecting state laws.
